The building is an octagonal brick built tower which houses a 7.5m diameter x 22m high riveted cast iron water storage tank. A distance of only one metre between the tank and the tower wall was available for access and a long stair well which circulated the inner perimeter of the tower wall was the only means to access the tank roof.
